There will be a three (3) minute limitation per each member of the audience who wishes to make comments in order to provide a full opportunity to every person who desires to address the City Council.

 

 

CONSENT CALENDAR

 

1)            APPROVAL OF MINUTES OF:

           

a)         DECEMBER 29, 2003 – SPECIAL MEETING

b)            JANUARY 5, 2004 – REGULAR MEETING

 

2)         APPROVAL OF WARRANT REGISTER NO. 04-012

 

3)         PROPOSED SECOND DWELLING UNIT ORDINANCE

 

Recommend approval of Ordinance No. 1547 (second reading).  Title:  “An Ordinance of the City Council of the City of San Fernando Amending San Fernando Municipal Code Chapter 106 (Zoning) to Establish Provisions for Allowing a Second Dwelling Unit on Lots that are Zoned for Residential Uses.”

 

 

 

4)                  ADOPTION OF RESOLUTIONS FOR THE POLICE OFFICE SPECIALIST JOB SPECIFICATION

 

Recommend that the City Council adopt Resolutions: a) Police Office Specialist Job Specification; b) amending the Table of Organization; and c) amending the Salary Resolution.

 

5)         SENIOR HOUSING PROJECT

 

Recommend that the City Council adopt a Resolution between the City and the Housing Authority of the County of Los Angeles authorizing the County to provide financial assistance to the City’s Proposed Park Avenue and Las Palmas I and II Senior Housing projects.

 

 

PUBLIC HEARING

 

6)                  PROPOSED MIXED-USE DEVELOPMENT PROJECT AT 1321 FIRST STREET

 

Recommend that the City Council and the Redevelopment Agency:

 

a)                  Conduct a Joint Public Hearing; and

b)         Pending public testimony, adopt a joint Resolution adopting the Mitigated Negative Declaration of environmental impact and approving: site plan for this project in Redevelopment Project Area No. 3; specific plan; zone map amendment; general plan map amendment; and tentative tract map, including the closure of portions of Alexander St. and Harps St. to through vehicle traffic and the modification of First St. to accommodate diagonal parking stalls.

 

7)         PROPOSED AFFORDABLE HOUSING SUBDIVISION AT 705 SEVENTH STREET

 

Recommend that the City Council:

 

a)                  Open the Public Hearing; and

b)         Continue this item to the following regularly scheduled meeting of February 2, 2004.

 

NEW BUSINESS

 

8)                  ORDINANCE AMENDING THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PLANS PROJECT AREAS NO. 1, NO. 2, NO. 3, AND NO. 4 TO EXTEND CERTAIN TIME LIMITS

 

Recommend that the City Council introduce, by title only, and waive further reading of “An Ordinance of the City Council of the City of San Fernando Amending the Redevelopment Plans to Extend Time Limits for Redevelopment Project Areas No. 1, No. 2, No. 3 and No. 4.”

9)         CITYWIDE TRAFFIC CALMING STUDY AND MASTER PLAN

 

Recommend that the City Council:

 

a)                  Approve a Resolution adopting the Citywide Traffic Calming Study and Master Plan including new warrants for stop signs, speed humps, speed tables, bow-outs and other devices that control traffic speeds and congestion;

b)                  Authorize Phase I Improvements identified in the Citywide Traffic Calming Master Plan; and

c)                  Introduce, by title only, and waive further reading of “An Ordinance of the City Council of the City of San Fernando Amending Section 90-946, Stop Intersections, of the City Municipal Code Providing for Vehicular Stops for Entrances of Certain Identified Intersections.”

 

 

CITY COUNCIL ITEMS

 

10)              LOS ANGELES UNIFIED SCHOOL DISTRICT – MEASURE R SCHOOL BOND

 

This item is placed on the agenda for discussion by Mayor José Hernandez.

 

11)              APPOINTMENT TO HISTORICAL COMMISSION

 

Mayor Pro Tem Maribel De La Torre is recommending the appointment of Manuel Godoy to the Historical Commission.
